The Organizational Structure of National Forest Service

The National Forest Service (NFS) is the implementing arm of the Papua New Guinea Forest Authority (PNGFA). The governing body is the National Forest Board (NFB). The NFB oversees the national functions whilst the provincial business is controlled through the Provincial Forest Management Committees (PFMCs). The NFS is made up of the Office of the Managing Director and six directorates including the Papua New Guinea Forest Research Institute (PNGFRI) which is based in Lae, Morobe province. The new look PNGFA was restructured in line with the PNGFA Corporate Structure 2007-2012. The six Directorates are Corporate Services, Forest Policy and Planning, Project Allocation, Forest Development, Field Services and PNGFRI.

 

A brief explanation on the roles of the various directorates including the PNGFRI, are provided as follows:

 

 

OFFICE OF THE MANAGING DIRECTOR

 

The Office of the Managing Director ensures that all relevant legislation is adhered to. The PNGFA Board is fully informed and supported on all matters pertaining to both forestry operations and the management of the NFS.  The Managing Director has ultimate responsibility and authority for the effective and efficient operation of the NFS.

 

The Managing Director’s Office is also supported by a small administrative staff, the Legal Office, the Internal Auditor and the Board Secretariat. 

 

Goals

1.       Ensure that PNGFA and the activities of the NFS meet all legislative and policy requirements, including the Forestry Act (as amended) 1991 and the National Forest Policy.

2.       Ensure that PNGFA and the activities of the NFS support international commitments to sustainable forest management, conservation and trade.

3.       Ensure relationships with all external stakeholders, government, community and industry, are transparent and accountable.

4.       Ensure advice to the Government of PNG takes account of the competing issues of sustainability, export driven economic recovery and alleviation of poverty through employment and other opportunities.

5.       Strengthen and improve PNGFA and NFS’s organisational culture, communications and decision making capabilities.

6.       Ensure that internal policies, processes, systems and resources support the efficient and effective delivery of services to the nation.

7.       Commit to the regular review of the Corporate and Strategic Plans to ensure the PNGFA and NFS achieve their goals.

 

 

FOREST POLICY AND PLANNING DIRECTORATE

 

This directorate accommodates the newly created Climate Change and Reduced Emissions from Deforestation and Forest Degradation (REDD) Branch. Forest Policy and Planning Directorate has three other branches namely  Policy and Aid Coordination, Acquisition and Inventory and Mapping. In addition to the Directorate’s corporate goals, the goals of the respective branches are shown below:

 

Directorate Management

1.       Commit to and regularly coordinate the reviews of the Directorate’s strategic and annual work plans.

2.       Ensure there is a multi-skilled workforce within the Directorate.

3.       Coordinate and disseminate information and activities of the Directorate with other Directorates to ensure an efficient, effective and consistent service is provided by PNGFA.

4.       Introduce new initiatives to enhance and improve the delivery of goods and services by the Directorate to both PNGFA and its stakeholders.

5.       Facilitate project proposals for foreign aid funding for the operations division and ensure implementation is undertaken by the appropriate directorate.

6.       Coordinate any policy requirements for the operations directorate.

7.       Coordinate information and input required by our international obligations under the various UN conventions, e.g. Food and Agriculture Organization (FAO), International Tropical Timber Organization (ITTO), United Nations Forum on Forests, United Nations Framework Convention on Climate Change (UNFCCC), United Nations Convention on Bio-Diversity (UNCBD).

8.       Ensure that a National Forest Plan is prepared, capturing the future direction of forest management and development under a Forest Management Agreement.

9.       Ensure that existing forestry policy is updated taking into account other sectoral and international policies that may affect it.

 

Inventory and Mapping Branch

1.       Ensure timely reviews of Provincial Forest Plans and the National Forest Plan.

2.       Coordinate with Provincial Governments on the implementation of the Provincial Forest Plans.

3.       Maintain and update the National Forest Inventory and other general forest resource information.

4.       Undertake inventory of timber areas (new and logged)

5.       Provide the mapping needs of the PNGFA as a priority and secondly its clients.

6.       Maintain and update a fully operational Geographical Information System (GIS) and Remote Sensing Facility.

 

Acquisitions Branch

1.       Negotiate and acquire forest resources from the customary landowners under the Forest Management Agreement (FMA) concept for sustainable timber production.

2.       Ensure up to date documentation of all landowners in acquired project areas.

3.       Secure land for afforestation and reforestation projects.

 

REDD and Climate Change Branch

         1.   Coordinate efforts towards undertaking some REDD projects in 
               PNG.

         2.   Coordinate dialogue with other agencies (national/international)                  on Climate Change issues.


Policy and Aid Coordination Branch

          1.   Coordinate new policy directives.

   2.   Coordinate and develop new aid projects and monitor progress
                of existing programs.

   3.   Monitor the effects of existing forest policy and recommend 
                appropriate causes of action.

   4.   Ensure linkage of forestry policing with other sectoral policies of
                government.
 

  

 

PROJECT ALLOCATION DIRECTORATE

 

This Directorate has three branches and they are Allocations, Projects and Marketing.

 

Directorate Goals

1.       Commit to and regularly co-ordinate review of the Division’s Strategic and Annual Work Plans.

2.       Ensure there is a multi-skilled workforce within the Division.

3.       Coordinate and disseminate information and activities of the Division with other Divisions and Directorates to ensure an effective, efficient and consistent service is provided by PNGFA.

 

The goals of the three branches are shown below:

 

Allocation Branch

1.       Ensure allocation, completion, and implementation of remaining impact and other projects.

2.       Ensure compliance by coordinating regular reviews of current Timber Permits/Project Agreements.

3.       Maintain accurate Forest Industry Participant (FIP), Forest Industry Consultant (FIC) and processing plant registrations.

4.       Maintain improvements in Development Options Studies (DOS) in the allocation process in impact projects and other projects.

5.       Analyse project proposals to maximise the benefits of stakeholders from their resource utilisation and/or investments.

6.       Analyse development studies to give appropriate advice to assist stakeholders.

7.       Assist at negotiation stages to promote a broad-based economic development from forest resource utilisation.

 

Projects Branch

1.       Evaluate and recommend operational plans for the 10 Impact Projects and other projects, including Timber Authority projects.

2.       Conduct project audits on projects as required ensuring compliance.

 

Export Monitoring Branch

1.       Monitor and control the export of forest products.

2.       Maintain the export database

 

 

 

FIELD SERVICES DIRECTORATE

 

In addition to the corporate management goals, the Field Services Directorate’s operational goals are shown below:

 

Directorate Goals

1.       Commit to and regularly review the Directorates strategic and annual work plans.

2.       Ensure there is a multi-skilled workforce within the Directorate.

3.       Coordinate and disseminate information and activities of the Directorate with other Directorates to ensure an effective, efficient and consistent service is provided by PNGFA.

4.       Ensure effective implementation and compliance of the log export monitoring service contract.

5.       Manage the 5 regional offices.

 

 

Field Services – Regional Objectives

1.       Assist in the reviews of the current regulatory system and make recommendations with a view to making improvements.

2.       Develop and implement a strategy of community awareness of the implications of unsustainable forestry activities and providing a community reporting system to the Directorate.

3.       Maximise the utilisation of forest resources to realise best financial returns, minimising waste and maximising benefits to the stakeholders.

4.        Strengthen PFMC capacity.

5.       Strengthen and provide effective administration and support services.

 

Community Forestry

1.       Review and prepare necessary legislative and regulatory requirements to meet the needs of the community forestry sector.

2.       Prepare education and training plans in business management, sustainable forestry management, and product marketing for the remaining projects from the EU funded Eco Forestry Project, utilising locally available sources such as Small Business Development Corporation.

3.       Provide training in the maintenance of Wokabout Mills and correct tree cutting and felling techniques to remaining projects from the European Union funded project.

 

Natural and Plantation Forest Management

1.       Manage and improve the logged natural forests and plantations to attain sustainable forest management.

2.       Manage commercially viable and sustainable forest plantations under the Forest Plantation Management Plan.

3.       Explore the economic potential of forest plantation products.

4.       Decentralise and create opportunities for Papua New Guineans to directly participate and manage community based forest resources for their domestic consumption and economic benefits.

5.       Quality seed collection and distribution to stakeholders.

 

 

 

FOREST DEVELOPMENT DIRECTORATE

 

In addition to the corporate management goals, the Forest Development Directorate has three branches and they are Planted Forest, Business Development and the newly created Timber Marketing Branch. Their goals are shown below:

 

Directorate Management

1.       Commit to and regularly review the Directorates strategic and annual work plans.

2.       Ensure there is a multi-skilled workforce within the Directorate.

3.       Coordinate and disseminate information and activities of the Directorate with other Directorates to ensure an effective, efficient and consistent service is provided by PNGFA.

 

Business Development

1.       Conduct market research to establish demand for timber products, both sawn timber and value added products.

2.       Gather market intelligence on competition, product prices and market opportunities.

3.       Conduct analysis of quality control problems within the downstream processing and community forestry sectors and make recommendations to the operations management for improvements to education and training.

4.       With assistance from the Forest Research Institute develop marketing tools, for increasing awareness of PNG timbers, their uses and availability.

5.       Develop selected and well targeted website marketing tools to increase market awareness of PNG processed wood products.

6.       Provide economic analysis service to the Operations Directorates on an, as required basis, e.g. during negotiations of Project Allocations.

 

Timber Marketing Branch

 This is a newly established branch recently approved by the National Forest Board in its 151st meeting in September 2009. This supersedes its position as a unit under the Business Development Branch as stated in the PNGFA Corporate Plan 2007-2012. Its areas of responsibilities are:

 

1.      Manage SPO (State Purchase Option) exercise of round logs and explore its implications on processed wood products.

2.      Manage the Marketing of the state seized forest products

3.      Organize and Promote PNG Forest Products in liaison with the Forest Research Institute, and other relevant institutions in PNG and Overseas

4.      Provide advice on trade and attend to trade missions, enquiries, regional cooperation and trade agreements.

5.      Provide advice on internal trade policies for forest products

6.      Gather market intelligence on competition, product prices, and market opportunities and advice relevant directorates within agencies outside.

7.      Facilitate the establishment of the State Marketing Agency (SMA).

 

 

 

CORPORATE SERVICES DIRECTORATE

 

Corporate Services has five branches and they are Finance, Assets and Services, Human Resources, Organizational Development, and Information and Communication Technology.

 

Corporate Management

1.       Commit to and regularly review the Directorates’ strategic and annual work plans.

2.       Provide a multi-skilled workforce within the Directorate.

3.       Coordinate and disseminate information, knowledge and activities of the Directorate with other Directorates to ensure an effective, efficient and consistent service is provided by PNGFA.

 

Finance Branch Goals

1.       Improve communication and reporting to all stakeholders, both internal and external strictly in compliance with Forestry Act 1991 (as amended) and Public Finance Management Act

2.       Ensure Good Corporate Governance and effective internal control Environment through financial policies and procedures.

3.       Production of Annual Recurrent Budgets, based on substantive work plans and activities, and maintain effective and efficient control of expenditure funds strictly within budget allocations.

4.       Ensure all PNGFA Revenue is collected efficiently and effectively and accounted for in accordance with prescribed procedures.

 

Human Resources Branch Goals

     1.   Ensure that HR Practice across PNGFA complies with the PNGFA  
   Human Resources policies and procedures.

     2.   Effectively manage employee remuneration and other benefits and  
           entitlements.

     3.   Maintain accurate and up to date employee personnel files

     4.   Manage and maintain an accurate and efficient HR and payroll 
   system for the purpose of accountability and for Management 
   decision making.

     5.   Provide advice to staff and Management across the various HR  
   functional roles in relation to; performance management, employee
   entitlements, human resource and payroll information, appeals, 
   policy and procedures and assist with industrial relation matters.

Assets & Services Branch Goals

1.       Develop, implement and review a three-year strategic plan and annual plans for the Branch.

2.       Provide an efficient and effective asset management system that meets the whole of PNGFA needs.

3.       Ensure a multi-skilled workforce within the Branch and the PNGFA.

4.       Provide a procurement policy and procedures and deliver a value for money purchasing service for the whole of PNGFA.

5.       Provide a safe and secure work environment for the PNGFA headquarters.

6.       Maintain an accurate and up to date Human Resource Information System on all staff.

7.       Maintain an accurate and up to date Payroll system for all staff.

 

Organisation Development Branch Goals

1.       Develop policies and procedures to guide employees and managers.

2.       Develop and maintain a management plan ensuring that PNGFA establishment levels are manned by competent and professional staff.

3.       Provide and maintain accurate human resource management and development information to improve organisational decision making.

4.       Develop a 3 year training plan, targeting the priority needs of the organisation and the achievement of corporate goals.

5.       Procure and deliver training programs that are relevant to the organisation’s needs and requirements.

6.       Review the cadet training strategy and work closely with other divisions to develop training programs.

7.       Maintain accurate succession plans and administer graduate recruitment and development programs.

8.       Conduct organisations reviews as required.

9.       Facilitate strategies to improve job satisfaction to enhance productivity.

 

Information & Communication Technology Branch Goals

1.       Develop appropriate, reliable, secure and efficient IT infrastructure for PNGFA.

2.       Maintain and support IT Infrastructure to maximise up-time and performance.

3.       Maximise system usage.

4.       Ensure accurate and timely communications throughout the authority and with stakeholders utilising appropriate technology and the pro-active media and public relations is adopted to inform all stakeholders of the activities of the PNG Forest Authority.

 

 

 

PAPUA NEW GUINEA FOREST RESEARCH INSTITUTE

 

The Papua New Guinea Forest Research Institute based in Lae, Morobe province has four programs and they are Forest Biology, Forest Products, Natural Forest Management and Planted Forest.

 

Management Improvement Goals:

1.       Strengthen and improve FRI’s organisational culture.

2.       Strengthen communications and build long-term relationships with stakeholders in government, industry and the community.

3.       Improve efficiency and effectiveness of internal business processes.

4.       Establish and maintain user-driven research planning and priority setting processes.

 

Research Goals:

1.       Improve germplasm of tree species for increased productivity and profitability.

2.       Sustainable management of new and existing plantations for supply of certified quality timber for domestic and international markets.

3.       Conservation of PNG’s unique biodiversity.

4.       Utilisation of plantation and lesser-used species.

5.       Efficiency of small to medium scale wood processing mills.

6.       Enhance economic, social and environmental benefits of natural forests on a sustainable basis.

7.       Improve productive value of land and supply of environmental services.

8.       Explore and develop financial benefits of Non Timber Forest Products for rural communities.
